The Council manages the Plan to Accelerate (PAS) Expansion and Resilience of Power Grids, which brings together 102 action plans spanning ambition, analysis, and implementation. The Coordinating Council was established to drive the action agenda for grids provide a dedicated mechanism to coordinate international action, reduce duplication of effort, and maintain political momentum on the grids agenda for the next 5 years. 

It has three primary functions: coordinating progress across the PAS, joining up technical assistance offers and needs on grids, and elevate  priority issues for multilateral ministerial action.  

In April 2026 the Council established the Fossil Crisis Task Force, to develop practical near-term recommendations for governments and grid operators to unlock grid capacity in response to the global energy crisis.
