Key Themes

The Dialogue centred on three priority areas identified as critical to scaling up regional grid deployment:

• Climate Finance Principles: Advancing the operationalisation of the GGI Climate Finance Principles launched at COP29. These principles provide a framework to unlock climate and concessional finance for grid projects, improve transparency, and support investor confidence.
• Grid Funding and Revenue Models: Exploring international best practices and developing tailored approaches for Southeast Asia to strengthen bankability and attract both public and private capital for large-scale transmission projects.
• Supply Chain Resilience: Addressing critical bottlenecks in the availability of components such as HVDC cables and converters, and developing strategies to aggregate demand signals, strengthen manufacturing capacity, and support workforce skills development.

Outcomes and Next Steps

The Dialogue concluded with agreement to establish three targeted GGI Asia-Pacific Working Group workstreams in 2025:

1. Climate Finance Principles – advancing endorsement pathways, case studies, and open-source data alignment.
2. Grid Funding Models – producing guidance papers, white papers, and workshops for policymakers.
3. Supply Chains – mapping bottlenecks, exploring regional manufacturing, and supporting skills and standardisation efforts.

These workstreams form an actionable roadmap to accelerate investment, enhance regional cooperation, and strengthen the enabling environment for the ASEAN Power Grid and other transformational infrastructure across Asia and the Pacific.
